Khata Certificate - Khata Registration and Khata Transfer in Bangalore City


Khata is an essential document required by property owners in Bangalore city. It is issued by Bruhat Bengaluru Mahanagara Palike(BBMP) commonly called a municipal corporation of Bangalore. it is simply referred to as an account of a person who has a property in the city. who come under BBMP jurisdiction. it is evidence that property tax has been paid for that property. every property owner from Bangalore must possess a khata transfer in order to carry out further legal proceedings involving property details. there are two major reasons khata certificate is needed.

  1. Registration of a New Property: In order to register a new property in the city. you need a khata certificate from BBMP.
  2. Transfer of Existing Property: If you bought an old property. you need to transfer khata name from your previous owner to your name.
Khata Extract: Khata extract is generally getting details from the assessment register. it is required to get a trade license or to buy a particular property. it has all details about the property like name, size of the property, previous use of the property like whether it is used for commercial or residential purpose, annual value and when last assessed.


Khata is classified into three types "A khata", "B khata", and "E khata".

What is "A khata and B khata":

Generally, these are types of khata's exist under BBMP. the concept of khata came only after 2007. after BBMP formed in order to collect property taxes from the property owners. it was introduced to improve proceedings for property tax collection. initially, BBMP started maintaining two registers to maintain property taxes. the first register was called 'A khata' and it contains all legal property details in Bangalore city. the second register called 'B khata'  it was maintained to contain a list of illegal or semi-legal properties in Bangalore. an 'A khata' document certifies that property taxes have been paid properly by a property owner to BBMP. it also denotes that property follows government regulations and build under legal regulations. it helps the property owner to apply for a building license, trade license, building plan approvals, and avail bank loans on the property. 'A khata' certificate is necessary if the owner involves any kind of financial transaction using the property.

'B khata' document indicates that property is illegal or violation of government rules. BBMP holds the right to collect taxes from buildings constructed illegally including buildings constructed in violation of by-laws. buildings without completion or issuance certificates, etc. such properties are listed under 'B khata' by BBMP.
owners of property having 'B khata ' document also cannot apply for loans on the property from the banks but the same time having 'B khata' document doesn't prevent a property from being bought or sold by a people.

Convert 'B khata to 'A khata':

  • Convert the land from agricultural to non-agricultural by applying from the District Commissioner(DC) for conversion
  • Clear all property taxes due on the property till now as per government norms.
  • Obtain the "khata form" from the BBMP office fill the form with the necessary details required in the form.
  • Gather all required documents need to be submitted along with the form
  • Pay BBMP Betterment charges, which is a fee levied for converting from ' B khata' to ' A khata' and submit the filled form along with tax receipts and required documents to the "Assistant Revenue Officer" of the concerned area.
  • Generally, A khata document is issued within a period of 4 to 6 weeks after the submission of the form of relevant documents.
All the property owners who hold the property within BBMP jurisdiction are eligible for obtaining a khata certificate.

The Process For Obtaining a Khata Certificate:


  1. Obtain a copy of your sale deed: There are a number of notaries in Bangalore where you can get your work done at reasonable fees. the entire sales deed can be notarised for just 80 to 100 rupees.
  2. Encumbrance Certificate(EC): It is important to get EC done for your property. you need to carry a copy of your sales deed for getting your Encumbrance certificate. it generally takes one week to receive an EC certificate.
  3. Khata Application Required: Obtain the khata registration form it is available online or either you can get from BBMP offices. application cost Rs 10.
  4. The enclosure of documents: While applying for khata. enclose all the essential documents and fill up the necessary information in the application form. fill all details and submit the registration form at a BBMP office and get sealed acknowledgment for the same. the acknowledgment form is one of the sheets in the application.
  5. Wait for demand note: Generally, it takes 15 days to process your application. you have to keep enquiring till the demand note is issued in your favor. you need to pay registration fees that are indicated in demand note. after two months still no response. then file an RTI to seek information on the status of khata registration
  6. Assessment of property verification: The BBMP revenue in charge and Assistant Revenue Officer will personally visit the property to asset it. if property assessed as a commercial rented out property then property tax will be twice that of normal property tax payable for that property.
  7. Khata Registration Fees: After the property is assessed the BBMP formally communicates to you about property dimensions its value as per BBMP assessment and tax liability thereon then you need to pay khata registration fee 2% of property value as a khata registration fee. once you paid khata registration fee 2% within one or two weeks you will receive notifications for paying pending property tax. without these khata extract will not be issued on your name. but if you have reached this point then technically khata is registered on your name.

Documents needed for Khata registration:

The following documents are needed for registration of khata. in case the property is allotted by the Bangalore Development Authority(BDA) or Karnataka Housing Board(KHB):
  1. copy of the title deed
  2. Karnataka housing board allotment documents
  3. copies of previous tax paid receipts
  4. Possession Certificate (PC)
  5. Property sketch showing site location and boundaries
  6. If any further documents required by BBMP
In the case of revenue pockets, high rise buildings both apartments and commercial buildings
  1. Title deed
  2. BDA allotment documents
  3. Copies of previous tax paid receipts
  4. Betterment charges paid proof
  5. Possession Certificate
  6. Property location map, property measurements, building approval plan. and any further documents required by BBMP.

Documents needed for Khata Transfer:

Khata Transfer is required when there is a change of ownership from one individual to others through the sale of a property or death of the owner.
Following Documents are needed for Khata transfer through Sale
  1. Sale deed
  2. Title deed
  3. Latest tax paid receipts
  4. Old khata certificate
  5. Flow chart of sale proceeds
  6. Betterment charges receipt
  7. Building approval plan
  8. Copy of previous tax paid receipts and any further documents required by BBMP.
Following documents are needed for a Property attained through will or death:
  1. Registered will
  2. Title deed
  3. Latest tax paid receipts
  4. court decree
  5. Original death certificate if the transfer is taking place due to death
  6. Affidavit regarding inheritance and any further documents required by BBMP.
